Somewhere between Epstein's shell companies and ICE's secret raids, the DOJ quietly deleted the one part of their own manual that could’ve actually stopped a trafficking ring. RICO? Never heard of her
Normally, FOIA Exemption (b)(7)(E) is used to protect law enforcement techniques like undercover strategies or surveillance tools , so criminals can’t learn how to evade investigations. This looks more like DHS is using that exemption to black out entire sections of its own Human Trafficking Investigations Manual, right after being sued by Epstein victims for everything they’re suing for. Everything people assume about the files they don’t release.
So instead of using (b)(7)(E) to protect real investigative methods, they appear to be using it to cover their own ass,like ignoring tips, failing to act on evidence, or not following their own protocols. If you look at all of the changes and additional redaction, I am sure you can guess what else they need to cover their ass for. That’s why it looks weaponized, not for public safety, but to hide what they didn’t do. Or maybe what they are still not doing. Or what they are actually doing, fuck, lol. I dont know It’s not about protecting methods. Or national security. So these updated documents and foil requests are pretty..telling. The additional redactions of the trafficking investigations manual is not just suspicious, it kinda sorta looks like a potential deliberate institutional rollback of prosecutorial power and a shield for systemic non-prosecution of organized trafficking operations.
What Was Removed:
RICO & CEOS Coordination on Sex Trafficking and Child Exploitation
Section: 9-75.010 – RICO Prosecutions
Explicitly stated that child exploitation crimes qualify as predicate offenses under RICO (Racketeer Influenced and Corrupt Organizations Act).
It can link RICO cases involving child trafficking and sexual exploitation to co-authorization between CEOS (Child Exploitation and Obscenity Section) and the Organized Crime and Racketeering Section. CEOS is supposed to be the federal hammer when it comes to going after child pornographers, sex traffickers, and anyone distributing obscene materials involving minors. Their whole job is to prosecute crimes like what Epstein and his people were doing; transporting kids, producing material, organizing abuse networks, and laundering it through shell companies, real estate ventures, charities, and fake non profits. (Also, casinos, restaurants, spas, hotels. But that is another story for another day. )
So from what I understand this gave federal prosecutors the ability to treat child trafficking not just as isolated crimes, but as part of larger criminal enterprises, like Epstein's operation. That unlocks options like:
Asset forfeiture
*Conspiracy charges
Extended sentences
Piercing of corporate shields and shell structures
Cross-district coordination to take down networks, not just individuals.

They only stripped out the exact mechanism that would let them treat Epstein’s network as a criminal enterprise.
No RICO = no enterprise charges = no asset tracing = no real accountability.
Epstein used shell companies, banks, recruiters, lawyers, accountants, assistants, business partners and lawyers. That’s pretty much a textbook RICO.
It eliminates CEOS's formal coordination role in multi-district and nationwide investigations. The original version required U.S. Attorneys to notify CEOS about any large-scale porn, trafficking, or abuse case. In the DOJ’s older manuals (like the 2015, 2022 version), CEOS was listed as a required co-authorizing agency on any big RICO case involving child exploitation. That meant if you were a U.S. Attorney in Florida or New York and you had a trafficking ring with multiple players, you had to bring CEOS in. They were supposed to make sure the cases didn’t get buried, that inter-district shit got coordinated, and that the people up the chain, not just the foot soldiers were held accountable.
It eliminates language that acknowledges the link between child porn and in-person abuse. Remember how many photos and videos were on that evidence list? The original made clear that many who consume child porn are also abusers, and that these networks intentionally place themselves near children. That acknowledgment was critical to targeting predators before they escalated. How many schools did they donate to? Charities for children, Cash4Kids type shit?
The removal happened after the victims filed a federal tort suit against the DOJ and FBI. The less-redacted version was last modified in May 2023.. The new heavily-redacted version was quietly updated in June 2025, right as the DOJ was arguing for dismissal in Doe v. United States. That’s not just optics; that’s evidence tampering, obstruction, or both.
Supports the Victims' Allegations
The Jane Does in Doe v. United States allege that the government failed to enforce existing laws, deliberately ignored known predicate offenses, and participated in decades of passive or active cover-up.
The removal of RICO authorization guidance directly supports that claim. The DOJ and DHS literally deleted the tools needed to pursue Epstein as part of a larger criminal network.
The quiet redactions, mid-lawsuit, scream institutional guilt. Especially when they coincided with jurisdictional fights and motions to dismiss.
Survivors have repeatedly testified that multiple people were involved, including recruiters, fixers, accountants, and transportation logistics. That is exactly what RICO was meant for. A trafficking ring doesn’t just include two people, and if the survivors are still being threatened, the case shouldn’t be closed. Considering Epstein is dead and Maxwell is in prison and apparently thinks nothing was even illegal,l and the White House says its all a hoax

The DOJ didn’t just fail to use RICO, they scrubbed the manual to make sure it wouldn’t even be referenced again. Maybe a little premeditated legal sabotage for some court cases and congressional inquiries..
